I wish to make a limited appearance statement during the hearings to consider the proposed reopening of Unit I at Three Mile Island (Docket No. 50-289) in accordance with 10 CFR 2.175. I believe that my health and well being will be adversely affected by the Commission's proposed action (start-up of TMI I). Many unresolved safety questions raised during the TMI 2 proceedings haue yet to be answered. These same issues apply to THI Unit I. Particularly in view of the ongoing accident at Three Mile Island Unit 2, to compound the already serious situation by allowing Unit I to resume operation would be in direct conflict with the NRC's mandate to protect the public health and safety. I was present in the Pennsylvania House Select Committee session when Harold Denton informed the committee that the TMI 2 accident was " Class 9", further underscoring the necessity for the NRC to consider the consequences of a breach of containment accident, as has been estimated in the 1964-65 Working Papers for the Revision of the Brookhaven Report.

I understand that the hearing dates have been set for November 15 through 17, and that the place will be announced in the Federal Register. Please notify me as far in advance as possible of the time of my hearing.

w I wish to make a linited appearance statement durirg the recently arnounced hearings to consider the proposed reopening of Unit 1 at Three Mile Islarxi (Docket No. 50-289) in accordance with 10 CFR 2.175. I believe that my health ard well-being will be adversely affected by the Commission's proposed action ( start-up of TMI 1), pag _icularly in view of the still on-going accident at Three Mile Island Unit 2. Many of the still as yet, unresolved safety questions raised during the TMI 2 proceedings (radon 222 releases from the uranium fuel cycle and most importantly, a plane crash into either reactor containment) have yet to be answered. These same issues apply to TMI Unit 1. To compound the already serious situation existing at Three Mile Islard by allowing Unit 1 to resume operation would be in direct confli'ct with the NRC's mandate to protect the public health and safety.The NRC Staff conclusion that the TMI 2 accident was " Class 9" further indicates the necessity for the NRC to consider the consequences of a breach of containment accident, as has been estimated in the 1964-65 Working Farers for the Revision of the Brookhaven Report.

I wish to be notified well in advance of the hearing date, if possible, as I will have to miss work to attend any daytime sessions.(If evening hearings are planned, they would be much better for me.)
