September 26, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-79-3 This preliminary notification constitutes EARLY n'otice of eventa of POST,IBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.
Facility: Northern States Power Company, Prairie Island I and 2 (DN 50-282; 50-306) - Red Wing, Minnesota Subj ect:
COOLING TOWER WATER FOUND TO CONTAIN ENCEPHALITIS CAUSING AMOEBA Testing of water sa ples from the plant cooling tewers has identified the presence of an neceba which can cause ameoba cacephalitis. This was the first analysis nada for this organism at Prairie Island, and the plant biologist believes that it could have. been there since the plant started up in 1974. The biologist also believes that the probability of someonc being infected is very slight; however, since the disease can be f atal if not properly treated in early stages, the licensee is taking precautions to protect personnel until the organism is eliminated.
The State of Minnesota Department of Public Health is being inforned.
Based on their evaluation and recom=endations, Region III will consider the need for a press statement.
Both units are operative at essentially full power.
