Appendix A AUG 2 01P9 NOTICE OF VIOLATION The Detroit Edison Company Docket No. 50-341 Based on the inspection conducted on August 1-3, 1979, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below. This is an infraction.
10 CFR 50, Appendix B, Criterion XVI states, in part, that " Measures shall be established to assure that conditions adverse to quality, such as... deficiencies,...nonconformances are promptly identitied and corrected."
The Enrico Fermi 2 FSAR, Section A17.1.16 states, in par', tha, Edison has establishea and implemented written procedures t,ree that appro-priate and prompt corrective action is taken when conditions adverse to quality are identified."
Contrary to the above, the deficiencies identified relative to the in-stallation of safety related hangers had not been corrected from November to August, 1979.
In addition, the corrective action to avoid recurrence and to allow lifting of a previously issued stop work order, dated September 8, 1978, and the present stop work order dated March 15, 1979, were not effective in stopping similar problems from recurring.
