Dear Ms. Hotham:
Thank you for your letter regarding training programs for reactor operators, instructor qualification and testing procedures. Paul Collins, in a letter to you of September 17, 1979, informed you of activities underway in the areas addressed in your letter. As Paul assured you, let me reassure you that "the fundamental role of the human element" is not being overlooked. This will be one of the major subjects addressed in the next NRR Lessons Learned Task Force report.
I have taken the liberty of forwarding your letter to Dr. Chauncey Starr, Vice Chairman of the Electric Power Research Institute (EPRI).
Dr. Starr has agreed to assist in the establishm?nt of the Institute of Nuclear Power Operations. A copy of an August 1979 discussion paper on the establishment of the Institute is enclosed for your information.
