Dear Mr. Lewis:

The NRC Staff has received two letters from you addressed to Mr. Guy Cunning-ham, dated July 16 and August 14, 1979, one of which (July 16) refers tu earlier

" requests to the Commissioners" expressing your desire to participate in the hearing related to the Three Mile Island Unit 1 facility.

Since that corres-pondence, you should have received with my letter of August 14 a copy of the Commi

.on's August 9,1979 Order and Notice of Hearing in this matter.

Since your August 14 letter states that you believe that your " previous com-munications with the Commission" serve as a written petition to intervene, we are sending copies of your correspondence with this office to the persons desig-nated on page 17 of the Commission's August 9 Order to receive petitions to intervene (see enclosure).

However, this particular correspondence does not seem.to us to conform with the requirements for petitions to intervene set forth in 10 C.F.R. @2.714 of the Commission's Rules of Practice and at pages 15 through 17 of the Order.

Accordingly, you may wish to file a written peti-tion for leave to intervene in this proceeding, which should be filed by Sep-tember 14 (see enclosed Commission Order of August 23, 1979 extending the date for filing of petitions to intervene).
