PROPOSED REVISIONS TO TMI NON-RADIOLOGICAL TECHNICAL SPECIFICATIONS As noted in the attached memo, Met-Ed proposes to make certain changes in their non-radiological environmental Technical Specifications.

L. W. Harding R. A. Lengel Met-Ed identified a desire to suspend portions of the TMI-2 Ncn-Radi=2cgical ET3 Biological Monitoring Program.
The programs to be suspended are those required by the following THI-2 ETS Sections:

Thermal Characteristics of Cooling Water Discharge 3.1.1.a(2) pH 3.1.1.a(3)
Biocide 3.1.1.a(4)
Water Quality Analysis 3.1.1.a(S)
Chemical Release Inventory 3.1.2 Biotic 3.1.2.a Aquatic 3.1.2.a(1),
General Ecological, Survey 3.1.2.a(17Ta)
Benthic Macroinverterbrates 3.1.2.a(1)(b)
Ichthyoplankton 3.1.2.a(1)(c)
Fish 3.1.2.a(2)
Impingement of Organisms 3.1.2.a(3)
Entrainment of Ichthyoplankton 3.1.2.b Terrestrial 3.1.2.b(1)
Aerial Remote Sgnsing 4.0 Special Studies and Requirements 4.1 Residual Chlorine Study Program 4.2 Ther=al Plume Mapping r
j 4.3 Hydraulic Effects 4.4 Herbicide Applications Met-Ed indicated that suspension of these programs is justified because the intent of the TMI-2 Tech. Spec requirement is to perform the above mentioned progra=s to observe the environmental impact of TMI-2 operation.
Because TMI-2 is not expected to operate for several years, Met-Ed indicated it is reasone51e to suspend the above mentioned programs ut.til TMI-2 reattains power cperatien.

Met-Ed responded that technically the suspension of these programs is warranted and economically (the programs cost nearly $400K/ year) suspenaion of these programs is justified.

i J. F. HILBISH May 31,1979 CQ:! 2236 NRC was concerned that suspension of the above listed programs would affect the WI-2 NPDES Program.
Met-Ed assured NRC that the I-2 NPDES sampling program would not be affec*ad by the proposed suspension. NRC requested a copy of the TMI NPDES Permit. Met-Ed agreed to supply this infomation.
Mr. Collins agreed to discuss the Met-Ed request fr Mher with NRC personnel, in the NRC Bet.sesda offices, and to report tack to Met-Ed the results of this discussion, as soon.as possible.
Met-Ed indicated their preference to suspend.the above listed progrr.ms, as.
soon as possible.

TM1-2 GRC Secretary Teotnote: On May 30, 1979, Mr. Collins called Met-Ed Licensing and presented the results of his discussions with NRC Bethesda personnel.
Mr.
Collins indicated that although there was no opposition to the Met-Ed proposal on a technical basis, NRC does not think it is now a good tir.e (politically) to delete the above-mentioned programs.
He recorr. ended that Met-Ed take no actica until the end of June,1979, at which time Met-Ed should. vain discunn their proposal with the NRC.
