This is-in response to your letter concerning the discharge of radioactive

water from the Three Mile Island (TMI) facility into the Susquehanna River.

To date, no highly contaminated water fran within the Unit 2 contairrent or primary system has b.een processed or released into the Susquehanna River.

Prior to any processing or release, Vetropolitan Edison will be required to evaluate alternate methods of water cleanup and disposal or discharge.

i The plans and alternative analysis developed.by Metropolitan Edison will I

receive a detailed rev'few by the NRC in order to ensure that liquid waste processing and disposal or discharge operations will be within the limits specified in our regulations. All of the written material asscciated with 1

this review will be made-available to the ~public. An example is the NRC

'j analysis of the processing of the contaminated water in-the auxiliary building,-

which is enclosed for yourJinfomation.

. The fmC has approved a TMI1 procedure which pemits the release of liquids con-taining only low or. nondetectable levels of radioactivity to the. Susquehanna.

As a result of these releases,.the levels of radioactivity in the Susquehanna are indistinguishable from existing background levels at public water supply intakes from the river. This has been confirmed by independent measurerents made by the PRC, Enviremental Protecticn Agency (EPA), and the Corconwealth of Pennsylvania.

A summary of the liquid releases and resultant enviromental impacts'and doses '

to the public from March 28 through May 11,1979, is enclosed. These mleases have resulted in doses to the public which are far below the applicable annual design objective dose limits of 3 millirem to the whole body or 10 millirem to any organ, as found in our regulations, Appendix I to 10 CFR Part 50. T'4I procedures require that the iGC be notified prior to any liquid releases to the Susquehanna. In addition, the Cornonwealth of Pennsylvania is provided with a summary of releases on a daily basis.
