Licensing Action Items Cooper Nuclear Station NRC Docket No. 50-298, DPR-46

Dear Mr. Ippolito:

Your letter of August 20, 1979 transmitted a listing of all outstanding licensing activities related to Cooper Nuclear Station, and requested that Nebraska Public Power District determine which items still require reso-lution and with what importance.

We find the listing in your letter complete with all items requiring NRC resolution. The following is the District's position as to the priorities associated with three of the action items:

AQUATIC SURVEILLANCE:

For reasons detailed in our letter of July 10, 1979, the District continues to request expeditious deletion of section 4.1.1.1 of the Appendix B Environmental Technical Specifications. Although this request has no public safety consideration, it is of economic impor-tance to the District and is considered to be one of the items on the list with the highest priority.

MISCELLANEOUS ADMINISTRATIVE CHANGES:

Our Technical Specification change request of October 9, 1978 requested three minor Technical Specification changes. The first change requested was that a temperature indicating switch be deleted from table 3.2.A.

As stated in our request, monthly testing of this instrument requires isolation of the RWCU system and resulting thermal cycles on the system tith possible acceleration of stress corrosion problems. For this reason, the District requests that this Technical Specification change also be given the highest priority, even to the point of considering this change separately from the other two changes requested in the (

same transmittal.

Ippolito September 18, 1979 Page 2 The second minor change requested in our October 9,1978 letter was that the Technical Specifications be revised to allow annual emergency plan drills. Since the acceptability of this change has already been defined by a Regulatory Guide, for convenience reasons, the District requests that this change be processed expeditiously.
