Prime Contract No. NRC-10-79-381 Subcontract No. SB3-4-0-8(a)-79-C-507 Modification One (1) Page 2 Under SECTION F - DESCRIPTIONS / SPECIFICATIONS Subsection F.1.3 TASK III - CODING AND DEBUG TESTS, ADD the following: TASK IIIA - Planning and Analysis 1. Write specification revisions for all programs to be modified (a) o CFEP-CLIST/ Prompt for revised FPDS processing (b) o Update Program-P3022452 - change prompt for ' procurement method' to ' acquisition method' - delete edits for interrelationships among FPDS ields detailed in Analysis Report specifications. These interrelationships shall be edited for in the FPDS edit program. (c) o Record Sheet P3022351 - change title of ' Procurement method' to ' Acquisition method' (d) o Table File Update P3022501 - change user prompt and file listing from ' procurement method' to ' acquisition method.' (e) o FPDS Quarterly Processing P3022503 - Revise output control summary report layouts and program processing to produce current FPDS Summary reports. Change all report and processing references from the word ' procurement' to ' acquisition.' Modify program to access FPDS History File using Contract-Mod # as key, rather than RFPA-MOD # Revise program to display an error message, and not include in quarterly processing any record to be reported to FPDS which has a blank contract #. (f) FPDS History Program P3022502 - Change key of FPDS History File to Contract-MOD # to enable matching of FPDS error tape records against the History file. Prime Contract No. NRC-10-79-381 Subcontract No. SB3-4-0-8(a)-79-C-507 Modification One (1) Page 3 Under SECTION F,- DESCRIPTIONS / SPECIFICATIONS (Continued) TASK IIIA - Planning and Analysis (Continued) Include a display option which shall display all data fields in a FPDS history record on the terminal. The display and delete options shall facilitate FPDS error record handling. (g) DUNS File create program (P3022801) shall be changed to add the contractor address to the DUNS file. (h) DUNS file definition shall be modified to include contractor city and state. (i) All documentation referring to DUNS file shall be modified. (j) DUNS Update program shall be modified to: - use modified DUNS file layout; - add city and state to DUNS file listing; - allow contractor city and state to be entered via ' adds' to the DUNS file, or changed using ' change' function of the DUNS update; DUNS Update shall use TABLE File to edit contractor state code, city shall be edited for 20 character field. (k) New Contractor Establishment' report layout shall be modified to include contractor city and state. (1) NEWCON Program (P3022505) shall be modified to use revised DUNS file layout and to move contractor city and state to the DUNS file when adding new records to the DUNS file. The NEWCON program shall also print the contractor city and state on the 'New Contractor Establishment Report.' 2. Write Specifications for additional programs. (a) FPDS EDIT P3022507 which will be requested by the user using the FPDS option of the system and shall edit all data records scheduled for FPDS reporting in the current quarter. The edits shall check for non-blank values in all FPDS fields, and shall check for correct interrelationships among fields. These edit checks shall conform to the FPDS edit requirements available. 393189
Prime Contract No. NRC-10-79-381 Subcontract No. SB3-4-0-8(a)-79-C-507 Modification One (1) Page 4 Under SECTION F - DESCRIPTIONS / SPECIFICATIONS (Continued) TASK IIIA - Planning and Analysis (Continued) (b) FPDS Tape Correct P3022508 which shall match the FPDS invalid records tape against the FPDS history file. o Records on the FPDS invalid tape with Type of Data Entry =0 shall be deleted frcm the FPDS History File. o Records on the FPDS Invalid Tape with Type of Data Entry =1 shall replace the corresponding record on the history file and set the history record type of data entry to 0. - o Records on the FPDS Invalid Tape with type of Data Entry =2 (correcting) shall be bypassed 0 The above processing of the FPDS History File shall reset history records of invalid entries to their status before the invalid entries were sent to FPDS. - This program shall berequested through the CFEP FPDS option. 3. Revise the Systems Test Plan (delivered under Task I) to include systems testing for all system revisions and additions. TASK IIIB 1. Code and Debug all new and revised programs. 2. Revise draft manuals to include all system revisions and additions. Include a detailed section of User's Manual on FPDS error correction procedures. 3.
