Dear Mr. Danten:

This is an addendum to the January 16, 1982, Fetition for Decommissioning, Ihtboldt Bay Nuclear Fbwer Plant, public evidence record.

The original petition was received by the Nuclear Regulatory Commission, Offica of Nuclear reactor Begulation, on February 20, 1982. Your acknowledgement of receipt of this petition, as Dimeter of this office, is dated Nrch 26, 1982.

I am promised that, 8...appmpriate action will be taken on your petition within a reasonable time.s As of today's date, June 8,1982, no action has been taken on the petition for de-commissioning, to the best of my knowledge.

However, all of the public safety problems, poor operating record problems, siting, design, earthquake, age, embrittlement, entombment, remval, nuclear waste disposal, Humboldt Bay fisheries, and severe economic problems, still exist. Some of these problems have apparently worsened since the date of your receipt of the original pe-tition for decommissioning.

As examples, the ratepayer costs of maintaining the plant, and of guarding the nuclear wastes present on the site, continue.

'1he costs of entomhment, or of dismantling and removing the plant, have risen. Bath employee, and public, health and safety problems have worsened. Radiation damage to Humboldt Bay fisheries continues, and may be in-creasing.

Please note that this new eviderce is especially applicable to causes for decom-missioning 1) - Safety failures deriving from design deficiencies; 3) - Continuing plant operation, even in the shut down rode, in a negligent, irresponsible, and unsafe manner; 7) - No rethod for safe disposal of nuclear wastes; 9) Damage to Humboldt Bay fisheries and h.usan health, again, even in the shut down mode.

I would appreciate the C1fice of Nuclear Reacto r Regulation's prorapt action on tra Petition for Decomissioning the Humboldt Bay Nuclear Power Plant.
