Botham-Thank you for your interesting letter regarding improvenents in the licensing process, including those for the Operator Licensing Branch.

Please be assured that "the fundamental role of the human element" is not beine overlooked.

There are several studies underway, or about to start, that address this su bj ec t.

Amonc these are:

1.

A review of simulator capabilities to help assure training is meaningful.

2.

A review of training procrans, includino sinulator programs, to assure compatibility between seaments and that the proper

. subjects are being tcught.

3.

A study to establish raouirements for instructors.

This study will address technical competence and ability to instrJCt and educate.

4.

Human engineering studies of control rooms to improve the man-nachine interface.

These studies, and others that address the human element, are being under-taken by industry, as well as NRC.

For vour information, the industry has established an Ir.stitute of Nuclear Power Onera tions.

One of its mandates is to develco educational programs for all utility personnel frcr the president of the ccraany to the auxiliar;-

17 17 Ms. Andrea P. Hotham Further, Congress has under consideration legislation that will reoufre NRC to conduct a study and make recommendations regarding inprovements in CLB procedures and practices and licensing additional personnel.

This report would be due six months from the date the legislation was enacted.

I believe that the Operator Licensing Branch will be involved in many of the studies enumerated above.

This will be one of the major subjects addressed in the next f4RR Lessons Learned Task Force Report.

I have taken the liberty of forwarding your letter to Dr. Chauncey Starr, Vice Chairman of the Electric Power Research Institute (EPRI).

Dr. Starr has agreed to assist in the establishment of the Institute of fiuclear Power Operations.

A copy of an August 1979 discussion paper on the establishment of the Institute is enclosed for your information.
