Dear Mr. Keppler:

On November 8,1979, Detroit Edison's Site Project Quality Assurance Engineer, Mr. H. A. Walker, submitted a telephone report to Mr. F. J. Jablonski regarding Closure Springs for Fire Dampers installed in the Reactor Building HVAC System at the Fermi 2 Site.

These springs were manufactured by the Vulcan Company and were supplied to Detroit Edison by Air Balance Incorporated.

Some of the springs have been failing for no apparent reason. The failures could prevent isolation of the Reactor Building Control Room from a fire started external to the control room.

A. review is presently being conducted by Detroit Edison to determine whether this type of Closure Spring is installed in other areas at the Site. Edison's Engineering Research Department is conducting metallurgical tests to determine the reason for the failures. A final report will be submitted to the NRC by April 7, 1980.
