SUMMARY
-0F MEETING WITH NESTINGHOUSE ON LOCA CLADDING MODELS On November 13, 1979, representatives of Westiaghouse and the NRC met to discuss recent Westinghouse calculations on the incidence of clad rupture, and this-effect on peak cladding temperature, during LOCAs.
A list of attendees is provided in Enclosure 1.
Westinghouse determined that their large-break analyses should use a rupture
-temperature corralation correspending to slower heat-up rates than presently used, and when such a correlation was used, peak cladding temperature (PCT) increased in most cases. While the PCT change was usually small, in one case (Turkey Point) PCT incrcased by 186 F causing the 2200 F limit to be exceeded.
This analysis was brought below 2200 F by reducing the peaking factor (Ff)n from 1.90 to 1.89 and such a change was made by Florida Power and Light o November 9,1979 at the request of Westinghouse.
Westinghouse presented information on each plant, discussing how they expected the PCT to change with use of the changed calculational procedure, and indicated why the plants continued to be in conformance with the regulations.
The NRC staff asked Westinghouse to confirm the information presented in the meeting in writing, with some augmentation on particular plants, the information is to be provided by the morning of November 15, 1979.
