Thank you for your letter of October 10, 1979, in response to our letter dated September 4, 1979. As a result of our review, we find that addi-tional information, as discussed with your Mr. L. Barrington during a telephone call on October 19, 1979, is needed.
Specifically, Deviation A of our Notice of Deviation concerns the actions of the Welding Super-visor in revising and requalifying welding procedure specifications without the benefit of expressed documented authority in the QA Manual.
Both paragraphs 2.4.4 and 8.2 of the QA Manual cicarly identify these activities as duties of the Welding Engineer.
If it is the intent of Armco-AMD, as indicated in Item A of the enclosure to your letter dated October 10, 1979, to vest the Welding Enginee'r's authority and responsibility for revising and requalifying welding pro-cedure specifications to the QA Supervisor for delegation to the Welding Supervisor, it should be so stated in the QA Manual.
Please provide us with written details of how Armco-AMD will resolve the problem of the original deviation to the QA Manual requirements.
With regard to Items B, C and D of your letter, we have no further questions at this time. We will review your corrective and preventive actions during a future inspection.
Please provide this additional information within twenty (20) days in order that we may complete our review in a timely manner.
