This letter is submitted in response to the subject IE Bulletin for the SNUPPS Utilities, Kansas Gas and Electric Company, Union Electric Company, and Rochester Gas and Electric Corporation.

The problem described in the subject Bulletin is not applicable to the SNUPPS diesel generators. The design of the exciter power transformer consists of a delta-connected primary. It does not have a neutral connection. Therefore, the problem of circulating currents through the exciter power transformer primary ground connection does not exist on the SNUPPS units.

Testing of the diesel generators is described in the SNUPPS FSAR Sections 8.3.1.1.3 and 14.2.12.1.62. The testing meets the requirements of the IE Bulletin. The testing will be completed prior to fuel load.
