Dear Sir:

South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 IE Bulletin No. 79-23 Bulletin No. 79-23, received September 14, 1979, has been re-viewed by Houston Lighting & Power Company. Investigation indicates that the Emergency Diesel Generators to be used at the South Texas Project incorporate design details which differ from those of the generators in question. Specifically, the 3-phase transformer supply-ing the exciter is not groundcd; consequently, this equipment will not be subject to the reported failure.

The Emergency Diesel Generators at the South Texas Project will be subjected to a sustained full load operation test during the pre-operational test of each generator. Estimated latest dates for comple-tion of the tests are September, '983, for Unit 1, and September,1985, for Unit 2.
