Please be advised that although I arrived late for the hearing, I was present in the audience and did lis teri to a portion of the proceedings. It became very evident to me that the majority of the proceedings were directed to the intervening letter agencies (TMIA, PANE, etc.) and their contentions concerning psychological distress and funding for their intervention. I saw no need to waste the time of Dauphin County by participating in these matters and, accordingly, withdrew from the audience.

Please accept my apologies for not noting my formal appearance on the record.
