NRC STAFF REPORT ON DOCUMENT AVAILABILITY Since the start of the Three Mile Island, Unit 1 (TMI-1) Suspension proceeding the NRC Staff has made and will continue to make every effort to make documents which are pertinent to this proceeding available to the partic-ipants and to the public. The following is a report of these efforts.
Pursuant to the Commission's Order of August 9,1979, the NRC Staff has maintained and updated "a compilation of all publicly available informa-tion on the Three Mile Island accident and related matters..." by establishing local public document rooms (LPDR's) in libraries in Harrisburg and York, Pennsylvania.
(See Attachment A). The Harrisburg LPDR has been in existence since August,1971 for the construction permit and operating license stages of the Three Mile Island nuclear reactor units. This collection centains the Three Mile Island, Unit 2 (TMI-2) docket file; the pre-and post-incident documents. listed in Title List of Publicly Available Documents, Three Mile Island, Unit 2 (NUREG-0568, Revision 1); the TMI-1 docket file; NRC Rules and Regulations, including Supplements and. Regulatory Guides; and certain other materials which are of special interest.
(See f.ttachment B). The TMI-2 docket file is available on microfiche and the TMI-1 docket file, which is ~~
currently in hard copy, is expected to be on microfiche by December 15, 1979. ~

The York LPDR has just recently been established but will contain the TMI docket files as they become available on microfiche. The TMI-2 docket file is expected to be on microfiche in York by November 16, 1979 and the TMI-1 docket file by December 15, 1979. This LPDR will also contain hard copies of the other documents noted above.
Both the Harrisburg and the York LPDR's are government document repositories. Only the Harrisburg LPDR, however, has previously-issued NUREG documents; the York location has been placed on a distribution list for future NUREG material, but will not be able to backfit their collection.
In addition, these LPDR's are sent, on a daily basis, all the documents filed in the THI-1 Suspension proceeding which are received by the Docketing and Services Section.
The Harrisburg LPDR is open from 8:00 a.m. to 5:00 p.m., Monday through Friday. The York LPDR is open from 8:30 a.m. to 11:30 p.m., Monday through Thursday; 8:30 a.m. to 5:00 p.m. on Friday; 9:00 a.m. to 4:00 p.m. on Saturday; and 3:00 p.m. to 10:00 p.m. on Sunday. Copying from books or microfiche can be done at both locations for approximately ten cents per page.
The NRC Staff will periodically (every two weeks or as necessary) monitor the state of both LPDR collections and provide assistance to t%r3 during the course of such Staff visits as time is available. In addition, the Y..x LPDR will be staffed by NRC personnel on an experimental basis on Saturdays from 11:00 a.m. to 4:00 p.m. during the discovery period. Notice of dates of Staff availability will be published in local newspapers.
It should be noted that the libraries in Harrisburg and York have voluntarily agreed to maintain the documents in the LPDR's and to aid 1442 178
' participants as the librarians' time and other duties permit. The NRC Staff expects that the users will become familiar with the collection and require little or no assistance from the library staffs.
The NRC Staff is also in the process of establishing locations in Harrisburg, Philadelphia, State College, York, and Baltimore where the transcripts of the TMI-1 Suspension proceeding will be made available. The exact adMsses of these locations is included in Attachment C.
In sum, the NRC Staff has made a sincere attempt to make all infonnation relevant to this proceeding available to the participants and the public.
Because of this, the Sts.ff expects, where appropriate, to invoke that portior, of the Commission's Order of August 9,1979 (p.11) which allows as an adequate response to a discovery request a statement that the information is available in the LPDR's and guidance as to where the information can be found.
