The Nuclear Regulatory Comission (the Comission) has found that:
A.
The application for amendrent by etropolitan Edison Company, Jersey Central Power A Light Ccmpany, and Pennsylvania Electric Company (the licensees) dated Ja iuary 13, 1978, complies with the standards and recuirerrnts of the Atomic Eneray Act of 195a, as amended (*ne Act), and the Comission's rules and regulations set ' orth in 10 CFR Chapter I; B.
The facility will operate in confomity with the application, the provisioris of the Act, and the rules and regulations of the Comission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the coninon defense ard security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.c.(2) of Facility Operating License No. DPR-50 is hereby amended to read as follows:

(2) Technical Specificat ans The Tecanical Specifications contained in Appendices A and 5 as revised through Amendment Nc. 37. are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.
3.
This license amendment is effective as of the date of its issuance.

6.9 REPORTING RE0IIIBEM
.S In addition to the applicable reperting requirements of Title 10 Code of Federal Regulations, the folleving identified reports eb=11 be sub=1tted to the Director of the appropriate Regional Office of Inspection and Enforce =ent unless otherwise noted.
6.9 1 Routine Reports A.
Sta -tur Renert. A su.=ary repcrt of plant startup and power escalation testing shall be submitted following (1) receipt of an operating license, (2) mnendment to the license involving a planned increase in pcVer level, (3) installation of fuel that has a different design er has been =anufactured by a different fuel supplier, and (h)
=odifications that =ay have significantly altered the nuc' ear, the. al, or hydraulic perfor ance of the plant.
Th<. report shall address each of the tests identified in the FSAR and shall in general include a description of the measured values of the operating conditions er characteristics obtained during the test pregra= and a ec=parison of these values with design predictions and specifications.
Any corrective actions that were required to obtain satisfactory operation shall also be described.
Any additicnal specific details requ' ired in license conditienc based en cther ce==it=ents shall be included in this report.
Startup reports shall be sub=itted within (1) 90 dayc following ec=pletion of the startup test progra=, (2; 90 days following resu=ption er ec==ence=ent of ec==ercial power operation, er (3) 9 =cnths following initial criticalit;.,
whichever is earliest.
If the Startup Repcrt does not cover all three events (i.e., initial criticality, cc=pletion of startup test progra=, and resu=ption or cctmencement cf cc==ercial pcver operatien), supple =entary reports shall be submitted at least every three =enths until all three events have been ec=pleted.
