At your request, I am sending you a copy of the Licensing Board Memorandum and Order of September 21, 1979 in the Three Mile Island Unit 1 proceeding.
The discussion of the session of the special prehearing conference set aside for public participation is at pages 26 and 27. I am also sending you a copy of 10 C.F.R. 52.715, which is the provision of the Commission's regulations relating to limited appearance statements.
