This letter is written in rf.ano,nsg to your letter of January 8,1975, regarding Regulatory Guide 1.70.3, and as a folfov-up to our February 2h, 1975, submittal on this same subject matter. Regarding the three concerns as expressed in your January 8,1975 letter, please be advised that:

Concun #3 (regarding revision of the TMI-l FSAR) was addressed in our February 2h,1975 submittal to you, b.
Concern #1 (regarding revision of t'e TMI-l operating n
license), as was discussed between your office's Mr. D. Jaffe and our Mr. D. N. Grace, need not be ad-dressed in that our present license contains adequate

flexibility and is sufficiently similar to your proposed format so as to not require a revision in this subject area, and c.
regarding Concern #2',

our present Technical Specifications vould not be sufficiently altered so as to justify making a separate Technical Specification Change Request submittal for this one subject area, but 2.
ve vill submit, as a part of our next Technical Specifica-tion Appendix A Change Request submittal, a proposed change regarding the subject area, to bring the subject Technical Specification area into closer conformance with che Coc=ission's standard.
