Enclosed for your use in the planning of implementation is the outline of my presentation at the ACRS ECCS Subcomittee meeting on August 27 and 28 at Idaho Falls. The major corments fmm ACRS members and consultants on my pre-sentation are simmarized as follows, and these should also be considered for implementation:

(a) You need special effort (or organization) to coordinate the implementation of this presented material.

(b) Multi dimensional mixing effect may be also significant in scaling.

Dr. Lipinski:

Researchers should also explore the reactor
