Sniezek, Chief, Light L'ater Reactor Prograns Branch, IE TRIAL DISPECTICN PROGRAM - THREE MILE /ISLA!iD, UNIT 1 In accordance with the July 25, 1975, scoping document for the Subjecs. Trial Inspection Progra:s, an evaluation of the program status was nade in the Fagion I Offica on January 20 and 21,1976.

The evaluation consisted of a review of inspection reports and related in-office support documents and discussions with A. B. Davis and P. J.

Kellogg.

Based on this evaluation, it appears that the progra:n is being implemented as described in the July 25, 1975 scoping docu:aent and attachmants thereto. As a result of this evaluation, however, the following changes or clarification will be made to the program 1.

Assumption C of At*=eh= ant E, Valf Amtion cf Assumptions states that an independent review of 10% of the completed inspection procedures will be conducted by headquarters or supervisory regional personnal. Assumption C is hereby changed to allow an inspector who is familiar with the Trial Inspection Program and the Three Mile Island Facility to conduct the revhv.

Planning Sheets, Attech==nt C, which were developed by SANDIA to identify opeimn= times for onsite inspections, sppear to contain several deficiencies. The planning sheets were used by IE I personnel in developing an inspection schedule for the TrtAl Inspection Program. In order to resolve this matter and clarify trial program requirements, the following basic procedures identified in Attaciment B, Listing, Random Sample with Alternates will be completed at Three Mile Island:

The other 25 alternate procedures (A-20 and B-5) will also be completed to compensate for expected null procedures provided nan-power is available.

The inspection of procedures associated with the final quarter and yearly inspectien items is expected to require a sir;nificant inspection effort. In order to ninimize the overall impact en the licensee, the inspections vill be scheduled durins, July and August 1976. Ihis may delay our acquisition of data for the Coat Senefit Analysis Report; howevar, it should net change the planned completion date.

As additional information, I plan to attend the next meeting with licensee mer.sement. During the coeting, Region I personnel plan to discuss pose.

'e affect on the facility of the Trial Procram as described in ".irarseter J of Attachment F, Cost Benefit Analysis.

The meeting is tentatively scheduled for Parch 2, 1976.

The facility vill be shutdown in the near future for refueling.

Because this is the first refueling outage, IE:I will conduct the full 2515 required inspection of refueling activities. All refueling oriented SSIP inspection procedures will also be covered during this inspection.
