Dear Mr. Woods:

Your letter of August 20, 1979 to Ronald L. Ballard, Chief of Environmental Projects Branch No.1, has been referred to me for response.

Your letter addressed the desirability of completing Killona Drive and Adam Street so that they would connect with Louisiana State Highway 3127. You noted that this would provide an additional evacuation route, in case of an emergency at the Waterford nuclear power plant, for the citizens of Killona, You also mentioned the need for communications with the St. Charles Parish Civil Defense Office and the Killona Volunteer Fire Departnent.

We appreciate your concerns about emergency planning and I am sending a copy of this letter, and of yours, to the Nuclear Energy Division of the Louisiana Department of Natural Resources. The Nuclear Energy Division is preparing a Radiological Emergency Response Plan in support of all fixed nuclear facilities within the state. St. Charles Parish will also develop a response plan.

Both of these plans will include consideration of evacuation routes and communications.

They will be reviewed and evaluated by the Nuclear Regulatory Commission early ne.t.t year.

Since road construction and local communications are the responsibility of state and local authorities, not of the Nuclear Regulatory Commission, you may wish to raise these matters with such authorities.

3 We the members of the Killona Citizens Alliance, would like of of f er whatever assistance we can to your of fice in the preparation of ef f ective plans f or the citizens of St. Charles Parish, Louisiana.

Since our town is within on mile of Louisiana Power and Light's '.'aterf ord iuclear Generating Three, we in Killona see very real preparations that can be made to help in the event of an emergency in the area.

These may include the completion of two streets, they being Killona Drive and Adam Street, so that they meet on connect into the already eatablished La.

Highway 3/2 '7 The construction of these two streets would allow the citizens of Killona to have an escape route cut of the rear of KIllona in the event of an emergency.

Since the recent accident at theHooker Chemicals Plant, we have become more aware of ahe need f or such street constructions.

Also, we see the need for centemporary c =munications with the St. Charles Parish Civil Def ense Of fice and the Killona volunteer. Tare Department.

This would save lives and time in letting the PICPLZ knew about an accident immediately adter it hap ens.

Your cooperation on these matters are Of extreme importance and need ycc i= mediate attention.
