Dear Mr Licitra:
This letter confirms telephone conversations held between yourself and KG&E personnel concerning the NRC's fuel load forecast visit to the Wolf Creek Site.
We understand the NRC's policy of making the meeting sessions of the visit open to the general public to attend as observors only.
However, for plant security reasons, KG&E cannot agree to allowing the observors to participate in the job site tour portiot of the visit.
We are prepared to discuss the agenda items you indicated in the telephone conversation with Mr Rathbun at your convenience. We understand that the proper NRC personnel cannot be available for the ~ visit until November 29 and 30,1979 and have reserved meeting space in the Cof fey County Courthouse in Curlington, Kansas.
To meet the October 1982 operating license need date for Wolf Creek and consistent with the NRC review timetable for an operating license application indicated in the Ineeting in December 1978 between Mr Denton and post-CP/ pre-OL applicants, KG&E will file the balance of the Wolf Creek operating license application in January 1980. The SNUPPS Standard Plant FSAR will be incorporated into our application on October 2,1979.

.9 Mr Licitra Page Two September 28, 1979 The NRC's fuel load forecast visit comes at such a late time in our license application preparations that of necessity, KG&E's intentions to submit the completed application documents in January 1980, are unchanged.
Sincerely,
