Dear Mr. MacDonald:

As requested via your letter of January 25, 1979 (Reference 3),

enclosed are eight (8) copies of a consolidated application for renewal and revision of Certificate of Compliance Number 6581. Due to the lead time required after receipt of an US NRC Certificate of Compliance to ebtain an IAEA Certificat2 of Competent Authority and

associated re-validations in Europe, it is requested that the existing Certificate of Carliance Number 6581 be officially extended, in accordance with 10 CFR 2.109, pending completion of your review of the encicsed consolidated documentation. To permit timely review and approval by the various licensing authorities, an extension of Certificate of Compliance Number 6581 is required by 15 July 1979.

The enclosed consolidated application (XN-52, Rev. 1) includes criticality analyses which demonstrate the safety of various Fissile Class I and III shipments of generically described low enriched UO, fuel elements. Distinct fuel element designs are also included for currently licensed mixed oxide (pug -UO,) fuel elements and for the 2

single fuel element design (the Type AA~ fuel element) which is currently licensed for transport only in the Model 51032-la container.

Due to fuel element design and packaging variations, it has been necessary to establish fuel element size limitations as a function of enrichment, packaging method, and water-to-fuel volume ratios for Fissile Class I and III shipments. This results in definition of generic limits for six (6) UO, fuci element ty,'e s.

It is also requested that the transport of fueI rods in configuration which meet defined fuel element parameter limits be permitted.

In adcition to requested revisions in the packaging content number of minor design and procedural changes are definition, a included to facilitate handling and transport.

Specifically, these include:

Use of an improved tie-down system;

Aluminum fuel element clamp designs for packaging SWR fuel elements in both the.Model 51032-1 and -la packages; 3.

Short strongbacks for use with some fuel elements;

4.

Reduction of the. number of separator blocks required with Type AA fuel elements; 5.

Generic definition of the number of full clamps and shock mounts required as a function of fuel element weight for both the Model 51032-1 and -la container designs; and 6.

Generic definition of the number of restraining bars to be included in the package with provision for deletion for fuel elements weighing less than 800 pounds.

The Quality Assurance Program established to control the design, procurement, fabrication, assembly, maintenance, modification, and repair of these containers is documented in XN-NF-439.

That document has been submitted separately for review and approval due to the generic applicability to all radioactive material shipping containers used by the Exxon Nuclear Company.

The license renewal fee specified in sub-paragraph llc of 10CFR170.31 is being forwarded to you under separate cover.
