This letter is to follow up on the referenced telecon, which discussed the need for an extension in the length of time required for reconciliation of UNC-RS's April 1979 SNM physical inventory.

This extension is requested until May 31, 1979.

Reasons for this request are as follows:

1)

UNC-RS normally is able to accumulate scrap types into large batches which are then recovered as individual jobs.

During this period, there was a iery low backlog y

of scrap, which resulted in our having to process scrap N

almost immediately af ter it was received, in smaller than normal batches.

The combination of these two items resulted in =tpproximately V

sixty samples requiring isotopic analysis for U-235 for the D, N/

inventory period, as compared with the normal quantity of 20 c) samples.

This large quantity of samples overloaded our vendor to the extent that the information required by UNC-RS to fully reconcile the inventory will not be available until a promised date of May 29, 1979.

We have been able, however, to complete those measurements needed to determine the quantity of U and U-235 on site.

The delayed results are those needed to determine the_ amount of material that was input to the process during the inven-tory period.

UNC-RS submitted a preliminary inventory report on May ll, 1979, in compliance with the required May.12 deadline.

S. Nuclear Regulatory Commission Page 2 for on-hand U and U-235 and shipper's U-235 enrichment values for process input material, will be updated and resubmitted to the USNRC when the actual analytical results become available.

In order to preclude a recurrence of this problem, UNC-RS has contacted another laboratory which is capable of per-forming uranium isotopic analyses.

We are currently nego-tiating with this laboratory to obtain the necessary agree-ments relative to auditing and procedure access to assure compliance with our Fundamental Nuclear Material Control Plan.

Successful conclusion of these negotiations should result in our having a backup isotopic analysis capability, and thus help preclude the need for future inventory exten-sions for this cause.
