SUMMARY

Inspection on June 25-28, 1979 Areas Inspected This routine unannounced inspection involved 32 inspector-hours onsite in the areas of radiological environmental monitoring including management controls; inspection of environmental monitoring stations; review of environmental moni-toring data; analytical sensitivity for radiological samples; quality control measures and review of radiological environmental monitoring procedures.

Results Of the six areas inspected, no apparent items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized on June 28, 1978, with those persons indicated in Paragraph 1 above.

Unresolved Items Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve noncompliance or deviations.

New unresolved items identified during this inspection are discussed in Paragraph 5.

Unresolved Item No. 1201/79-12-01 refers to License Condition 15.

This condition states that the radiological and ecological sampling program shall be conducted as specified in Table 6.2-1 and at locations shown in Figure 6.2-2 in the letter to R. B. Chitwood, dated December 17, 1975.

Table 6.2-1 states that the minimum sample size of a vegetation sample would be 1 kg.

During and subsequent to sample collection, the inspector did not observe that at any time was the sample weighed to ensure compliance with this minimum weight requirement. Furth-r questioning by the inspector revealed that the sample was collected by volume rather than weight.

A licensee representative stated that in the future all such samples weights would be measured and documented to ensure compliance.

Program Management Condition 15 of License No. SNM-1168 establishes the sampling program required for the Radiological Environmental Monitoring program. Since the last inspection, there have been some organizational changes which presently assign overall responsibility for the program to the Manager of Safety, gj*~*p O O sJ

The inspector made the determination that the program apparently still conforms to the license requirements.

Implementation of the Monitoring Program The inspector o.amined all air sampling stations and environmental TLD locations.

The air samplers were found to be in satisfactory working condition and all TLD s were in place.

In addition, the inspector reviewed the air flowmeter calibration records for timeliness and consistency. The inspector had no further questions in this area.

The inspector reviewed the latest environmental monitoring procedures (number AS-1127 of 11/15/75) for completeness and proper management review.

The inspector reviewed the environmental monitoring notebook and records to ensure that all required information and technical reviews and trend analyses were documented properly. The inspector had no further questions in the areas of air, water, soil, and sediments samples. The inspector observed the collection of two vegetation samples. The results of this observation are contained in Paragraph 5 above.
