Dear Mr. Busch:

This is in response to your letter dated August 15, 1979 in which ydu requested, pursuant to the Freedom of Information Act, 1)

Docunents regarding the selection of Valentine Deale as a member of the Atomic Safety and Licensing Board Panel (ASLBP).

2)

Records of communication between the NRC and the ASLBP concerning Mr. Deale's duties regarding the Skagit Nuclear Power Project's application for a construction permit.

3) A copy of the NRC Manual.

In response to your request, the documents listed on the appendix are enclosed.

The Appeal Board assigned to the Skagit proceeding entered an order on Janaury 12, 1979, which directed the Licensing Board (then under the Chairmanship of Mr. Deale) to give further consideration to the petition for leave to intervene which you had filed on behalf of your clients.

That order, together with all other Appeal Board issuances of possible interest. to you or your clients, was served upon you and, therefore, should already be in your possession.

The NRC Manual has already been made available for public inspection and copying at the NRC Public Document Room (PDR),1717 H Street, N.W.,

Washington, DC 20555.

The charge for reproducing records located in the PDR is eight cents ($0.08) per page, as specified in 10 CFR 9.14(a). A copy of this document can be purchased by writing directly to the PDR.

Enclosed is a copy of the Manual's Table of Contents.
