August 16, 1979 REGULATORY GUIDE DISTRIBUTION LIST (DIVISION 1)

Regulatory Guide 1.104, " Overhead Crane Handling Systems for Nuclear Power Plants," issued for comment in February 1976, is being withdrawn.

It was originally developed to describe the special features and safety devices that should be added to standard overhead crane systems to make them single-failure proof for use in reactor refueling and spent fuel handling opera-tions.

Since the guide was issued, there has been a change in the need for guidance on the single-failure-proof option for handling heavy loads over or near the spent fuel pool, and it was decided to withdraw the guide and publish the information it contained in a technical report.

The report, NUREG-0554, " Single-Failure-Proof Cranes for Nuclear Power Plants," reflects the comments and suggestions received on the guide.

NUREG-0554 is available for public inspection at the Commissier's Public Document Room,1717 H Street, NW., Washington, D.C., or may be purchased at current rates from the National Technical Information Ser*.e, Springfield, Virginia 22161.

The withdrawal of Regulatory Guide 1.104 does not affect licensing comitments for the design of single-failure-proof cranes made on the basis of the guide.

Regulatory guides may be withdrawn when they are superseded by the Comission's regulations, when equivalent recomendations have been incorporated in appli-cable approved codes and standards, or when cnanges in methods and techniques or in the need for specific guidance have made them obsolete.
