August 9, 1979, advising of a reportable occurrence in accordance with Technical Specification 6.9.1.8.
After reviewing Amendment No.
4 to our Operating License DPR-70 wi.th respect to any effect which it may have on presently per-formed safety analynea, we have concluded that the imposition of the 1.2 inches per minute rate of rise restriction may present an Unreviewed Safety Ouestion in that the margin presented in the saf ety analyt:in for Lo san o f Normal Feedwater and Main Feedline Rupture Accidents may bo rmf uced.
Confirmation of this possibility by Westinghoune Electric Corporation will be necessary before a formal identification of this issue as an Unreviewed Safety Question can be made.
A detailed report wiII be nubmitted in the time period specified by the Technical Specifications.
