UDALL. COMMITTEE HEARINGS ON h CLEAR REGULATION The Subecmittee on Energy and the Environment of the House Comittee on Interior and Insular Affairs will hold the second in a series of hearings prompted by the Three Mile Island accident.

The hearings will address nuclear regulation and will be held on June 4 and 5.

The Comissioners are requested to appear before the Subcomittee on June A Other witnesses will be announced as soon as this information is available. '

The Subcomittee is concerned that nuclear power will not be a safe energy source without effective regulation by the NRC.

Consequently, in the aftermath of the Three Mile Islanu accident, the Subcommittee is extremely interested in how the NRC will deal with the lessons learned from this accident. The Subcomittee will be interested in hearing the Comissioners' thoughts on possible changes in NRC organization, policies and procedures.

The Subcomittee intends to explore whether the current regulatory structure is sufficient to protect public health and safety.

The following items are considered pertinent to the Subcomittee's concern:::

(1) the adequacy of NRC regulations, guides and other standards for the siting, construction i

and operation of nuclear oower plants; (2).the adequacy of NRC procedures for review and issuance of licenses; (3) whether the NRC is organized to rescond to accidents or nuclear emergencies; (.4) whether the current NRC organizational structure and internal procedures are. adequate to assure that essential information is received by the NRC. dissiminated to the proper staff personnel and provided to licensees: and (5) the need for modification of or changes to the insoection program.

During last Thursday's hearings on the Three Mile Island accident, Rep. Udall (D-Arz.) entered an NRC memorandum into the record (enclosure 1).

Rep. Udall and Rep. Weaver (D-Oreg.) were quite concerned that the NRC apparently knew of loop seal problems yet failed to provide this information to licensees.

The Subcommittee will be highly interested in the judgnents involved in this situation and how comunications can be improved between Yendors and the NRC, within the NRC staff, and between the NRC and licensees.
