Dear Mr. Denton:
The application for construction permits and operating licenses for Byron Station Units 1 and 2 and Braidwood Station Units 1 and 2, docketed September 20, 1973 in NRC Docket Nos.
50-454, 50-455, 50-456 and 50-457, are hereby amended by submittal of Amendment No. 21 pursuant to Section 50.34 of 10 CFR 50.
In addition to voluntary text and response revisions, this amendment contains Commonwealth Edison Company responses to a portion of the First Round Questions generated by the Staff in Reference (a).
More specifically, this mnendment includes responses to the questions transmitted in Reference (a) by the following NRC Branches:

- 1) Ajy$iliary Systems Branch (005) - Complete response to all three (3) questions are included herein.
- 2) Power Systema Branch - Electrical Area (040) - Of the forty (40) questions transmitted, thirty-seven (37) are included herein.
Responses to Questions 040.44, 040.63 and 040.73 will be included in the next mnendment.
- 3) Effluent Treatment Systems Branch (321) - Of the eight (8) questions transmitted, seven (7) are included herein.
Response to Question 321.9 will be included in the next amendment.
- 4) Hydrology - Meteorology Branch (hydrology - 371) -
Complete responses to all four (4) questions on Byron and all three (3) questions on Braidwood are included herein.
Also included in this amendment is a completely revised Chapter 16 which has been reorganized to conform to the Standard Technical Specification format.
Responses to the questions of the remaining four (4)
NRC Branches contained in Reference (a) and those of the two (2) 3 ranches transmitted in Reference (b) will be included in the next FSAR amendment which is currently scheduled to be submitted in late August or early September 1979.
Three (3) signed originals and fifty-seven (57) copies of this amendment are submitted for your review and approval.
