Background
As a result of the experience derived from the TMI-2 accident the NRC required that Mark 111 containments be equipped with additional systems to control ex-cessive amounts of hydrogen generation.
In this regard, the Mississippi Power and Light Company (MP&L) has proposed installation of an igniter system in the Grand Gulf plant to burn the hydrogen generated during accidents more severe than the design basis accidents.
In conjunction with the licensing activities for the Grand Gulf Nuclear Station there exists a need for an assessnent of the effectiveness and reliability of the Hydrogen Igniter System (HIS) proposed by MP&L.
To assist the NRC in evaluating the propt< ed ignition system technical assis-tance is required from Sandia in evaluatitg the adequacy of the HIS.
Objective The objective of this project is to determine the acceptability of the proposed HIS for the Grand Gulf Nuclear Station, Units 1 and 2.
Work Requirements Estimated Level of Effort: 3 man-months Task 1 Projected Completion Date:
8/17/81 Perform a preliminary evaluation of the HIS.
Identify any requests for addi-tional information and provide a technical status report or t.he review.
Estimated Level of Effort:
9 man-mtiths Task 2 Projected Completion Date: 1 2/31/81 Prepare a draf t report assessing the adequacy of the design and testing of the hyarogen ignition system. The draft report should address the adequacy of the following:
1)
Location and distribution of the igniters; 2)
Calculations to determine the containment atmosphere pressure and tempera-ture response; 3)
Likelihood and consequences of detonations; 4)
Containment atmosphere mixing mechanisms; Er:losure 2

- 5) Actuation criteria for the HIS; and
- 6) Spectrum of accidents considered in the applicant's evaluation.
As necessury, the contractor will provide recommendations for corrective action or design changes.
Af ter NRC review and comment of the draf t report, the contractor will issue a final report on the Grand Gulf evaluation.
Level of Ef fort and Period of Performance The level of effort is estimated at 1 man-year over a 6-n.r 1th period.
Reporting Requirements 1.
The contractor will provide the reports delineated under the work require-ments to the cognizant NRC Branch Chief with five additional copies.
2.
A monthly business letter report is to be subnitted by the 15th of the month to the cognizant Branch Chief with copics to L. Rubenstein, W.H. Foster, DSI, and B.L. Grenier, NRR.
- A listing of any efforts completed during the period; milestones reached or, if missed, an explanation provided; The amount of funds expended for manpower and computer services during the period and cumulative to date;
- Any problems or delays encountered or anticipated;
- A summary of the progress to date; Plans for the next reporting period.
Meetings and Travel The contractor shall attend meetings in Bethesda or at the plant site to com-plete the review.
It is anticipated that two meetings will be necessary.
NRC furnished Materials The NRC will furnish a copy of applicant submittals to describe the hydrogen ignition system.
PROPOSAL CONTENT The minimum items required in all proposals are:
1.
Performing organization's name and location.
2.
FIN Title, FIN Number, and B&R Number (NRC's) (as on statement of work) 3.
Performing organization's key personnel, program manage'r, or principal '
investigator, their resumes and FT5 phone number.
4.
Background (definition of the problem incluaing the objective (s) to be attained).
5.
Work to be performed (Provide a concise description of tasks to be performed and expected results for the period of performance.
Note technical data requirements, potential problems, and other technical information needed to fully explain the effort. Highlight changes from prior authorized 50W's, if any, identify changes in performance, schedule, or costs).
6.
Identify major subcontracts, including consultants.
7.
Costs estimated to be incurred by DOE contractnrs, subcontractors, and consultants.

9.
Conflict of Interest:
In order to assist the Commission in its evaluation, the DOE Contracting Officer shall describe any significant contractual and organizational relationships of the DOE, its contractor, their employegs, or expected subcontractors or consultants on this proposal, with industries regulated by the NRC (e.g. utilities, etc.) and suppliers thereof (e.g. architect engineers and reactor manufacturers, etc.) that might give rise to an apparent or actual conflict of interest.
