SUBJECT:
FIRE PROTECTION RESEARCH BRIEFING Representatives fro : Sar,dia, Brookhaven Underwriters Laboratories Inc. (UL),
and the Johns Hopkins University Applied Physics Laboratory met on April 22 and 23 with staff members from NRR and RES to discuss both the NRR-requested confirmatory research projects on the 20-foot separation and 1-hour fire barrier criteria, and the Browns Ferry replication test.

Discussion of 20-foot separatfoa criterion and the 1-hour fire barrier Sandia committed to submit to the NRC, by May 22, a draft test plan based on a preliminary test pien developed for NRR by Gage-Babcock and Associatiens, Inc., in August 1979 Following NRR/RES review of and comment on the draft test plan, Sandia should have a final test plan ready by June 22.
We will provide a firm estimate on schedule and costs after a final test plan has been agreed upon by Sandia, URR, and RES.
Sandia has detemined that adequate laboratory facilities and per-sonnel are available to begin work on the tests as soon as an acceptable test plan is developed.

Discussion of NRR-requested modification of Browns Ferry replication, test You are correct that RES and NRR have agreed to modify the Prowns Ferry replication test so that it represents a configuration which wauld be acceptable under Appendix R.
Pe intend to do this and con-duct a third test in the sequence as discussed below.
This test plan originally provided for two test fires in a replication of a portion of the reactor building at Browns Ferry with all of the protective features installed during the post-fire reconstruction.
One test fire would be run with the automatic sprinkler fire suppression system operational. The second test fire would be run with the auto-jl#
matic sprinkler fire suppression system not operational to simulate the t
system being out of service or failing to operate.

a third test will also be conducted similar to the second test with the automatic sprinkler fire suppression system not operational.
The staff balieves that this Browns Ferry test series should be completed, in consideraticn of the funds already committed and spent on the test materials and fabrication.
Also, as the two originally-planned tests are yet to be conducted, the third test can be conducted at only a nomi-nal additional cost.
The staff concludes, however, that the issuance of Appendix R may obviate the need for extensive demon:tration programs.
To this end NRR and RES staff have agreed to reevaluate the need for fur-ther tests (on specific geomebies representative of Rancho Seco Arkansas 1, and Brunswick) at the conclusion of these three Browns Terry tests.
