' The U. S. Nuclear Regulatory Comission (NRC) has presently undenray a program to evaluate the resources, both management and technical, that utilities have available to cope with nuclear power plant operational events incluciing those similar to the recent Three Mile Island Unit 2 accident, both in the short tenn (within the first hour) and the long term (after one hour) following the initiating event. To this end, the NRC has requested all power reactor licensees, yh 0 fice of Nuclear Reg glgi [979 to provide infor nation on their management and technical resources. To detemine the acceptability of management ability to perfonn, the NRC program includes the develepnent of key elements and characteristics to establish the minimum needs of licensees.

These include, but are not necessarily limited to, numbers and qualkfications of personnel of varied types, availability of needed infonnation, co=n;nications, procedures that identify decision making precess, interorganizati:nal relation-ships, delineation of authority and advanced planning.

To assist NRC in this effort, public cements are being solicited that identify and describe factors that should be considered in assessing managr,ent and technical resource capability. Coments should be sent by December 1,1979 to the Secretary of the 'Comission, U. S. Nuclear Regulat:ry Cocrc'.ssion, Washington, DC 20555, Attention: Docketing and Service 3 ranch.
