Dear Mr. Hardardt:

Your letter of April 6,1979 to the Chairman of the Nuclear Regulatory Commission has been referred to this office for reply. We regret that this response has been delayed several months but trust that you can unde:/.tnd that since the Three Mile Island Unit 2 accident, staff resources have necessarily been directed first to actions relating to maintenance of the Three Mile Island Unit 2 in safe conditions, and to actions assuring safe operation of plants licensed to operate.

In addition, considerable staff efforts have been directed to reassessments of staff requirements for plants under construction and for pending construction permit applications.

The Seabrook Station does not use the same reactor as the Three Mile Island pl ant. Both reactors are of the pressurized water type and, hence, are similar in several functional characteristics. However, since the reactors are designed and supplied by two different manufacturers, there are differences in actual configuration and specific performance characteristics.

The nature of the Three Mile Island Unit 2 accident was such that the reassessment of licensing requirements is not limited to the Three Mile Island reactor design, but rather, as applicable, extends to other pressurized reactors and to boiling water reactors. We recently forwarded to the Seabrook Station licensees the enclosed letter of October 10, 1979 titled, " Followup Actions Resulting From the "RC staff Reviews Regarding the Three Mile Island Unit 2 Accident." As stated, the purpose of the letter is to provide for planning and guidance purposes the Nuclear Reactor Regulation (NRR) staff position on the status and applicability of tha results of NRR Staff studies to plants under construction.

The letter also notes that the Commission may add to or modify those staff positions and that several other inves-tigations can be expected to lead to additional requirements.
