I am writing in reply to your letter of September 6,1979 enclosing Inspection Report No. 03012831/78-01. We cb not believe the report oon-tains proprietary infornation which there is reason for withholding frcm public disclosure and hence do not request that information in the report be rodified befor you place your letter and the report in the NBC's Public Ibcumenc Boom.
A copy of our report to the Nuclear Regulatory Cor. ission's Cffice of In-spection and Enforcement is enclosed. As you win note, we acknculedge that the findings of the inspection were a fair representation of the situation at that time, and we have agreed to pay the fine. We have also taken steps tr remedy the problens to bring us into cmpliance and to ensure that we continue to comply with NBC regulations.
