October 24, 1979 Mrs. Anita Singer 2422 Chestnut Avenue Ardmore, PA 19083

Dear Mrs. Singer:

This letter is in response to your request for infomation regarding (1) how to survive radiation, (2) the spread of a nuclear explosion, and (3) an explanation or diagram of the interior of a nuclear power plant.

I apologize for not providing an answer to you sooner, but as you are aware, the Commission and staff have been occupied with continued s ipport of the efforts at Three Mile Island, Orders to other f ocl e i ties, appearar.ces before the President's Commission and various committees of Congress trat are ir,vestigating the Three Mile Island accident, and the realignment of our own resources and priorities to give immediate attent. ion to the preblems resulting from the accident.

Regarding your first request, I assume that you are concerned with radiation and its effects.

The Nuclear Regulatory Commission does not issue any publications that address this issue specifically.

However, a number of publications have t,een written on this subject and a public library should be able to assist you to obtain the information you have requested.

Regarding your second request, a nuclear power plant can not explode like a nuclear weapon.

If safety systems inside a nuclear power plant fail to work properly after a loss-of-coolant accident, there is a possibility that steam or hydrogen explosions could damage the containment building and allow the release of radioactive materials.

However, the explosions would affect structures only at the power plant.

In response to your third request, I have enclosed two diagrams showing cross sectional views of a typical containment building and the internals of a reactor vessel.

Si ncerely, w

Harold R. Denton, Director Office of Nuclear Reactor Regulation
