Dear Mr. Rubenstein:
This is in reply to your letter of September 14, M79, to the Chainnan of tha Nuclear Regulatory Commission, concerning the training of employees in nuclear safety.
The NRC licenses each individual who handles the controls of a nuclear reactor after satisfactory completion of training, written examinations, on-site operating tests, and a medical report. Since the Three Mile Island accident, a large arount of effort has been devoted to assuring that such personnel receive aaditional training and that appropriate procedural changes are made, further improvements in operator qualifications, training, and licensing are planned.
