Dear Mr. Williams:

During its 1979 Session, the Oregon'idislative Assembly enacted and the Governor signed Senate Bill 541 uhich requires the Oregon Department of Energy (ODOE) to maintain an inspector 'at the Trojan "uclear Plant at least 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> per week.

A-copy of lhis bill is attached. 000E expects to fill this position within the next'..r.? months.

The purpose of this letter is to. obti-:n PGE 'greement on the following aspects of the ODOE Inspectcr progra t.'.they affect PGE:

1.

Training of the inspect'or, 2.

L ties and responsi.bilities' i 'the _ -i nspic tor,

3.

Working relationships 'of tha.< ;p.ector with PGE, and 4.

Acconmodations for the i.nspect,W.

000E proposals on each of these. Epf.;r.3 ;u ' discussed separately below.

These proposals have been reviseq toirst'lcct PGE comments made during the meeting between PGE and ODOE on Octotix A.1979.

Trainina 000E proposes the folicwing training ter :: tile for the inr.pector:

Two weeks at 000E in Sa.lem f.d!f amiliarization with 000E people, procedures, and oolicies; Twj ar and PGE organizational structure; and general Trc.ffn systcms and procedures.

2.

Four weeks of self-study 3t. Trojan to learn the details of Trojan systems. Aftcr thi<

Workino Relationships The following are proposed inspec' tor, Mr: king relationships with PGE:

1.

The ".nspector will, ucon. c:c.6]iance with security reouirements, have unescorted access to. all.~. protected and vital areas of the plant.

2.

The inspector will-have acc::st to.those documents and records relating to plant constructich 'cperation, maintenance, safety, engineering, security and any;cther areas v;hich relate directly to Trojan and are necessary t:' carry out the official duties of the inspector.

Excluded fer:r access are personnel records and proprietary records'of-PGE.ieternal, affairs.

The inspector may observe any events at Trojan provided the observance does not affect, pe.cformance or safety of the event.

4.

Information may be obtained. fem. any person on the Trojan site or within the PGE corporate ccjanization dealing with Trojan provided the informaticn ga:he-ing does not interfere with the ncrmal duties of these pe.;mns.

5.

When the inspector becomes 2 0 of cr suspects apparent problems, discrepancic,

The inspector may partici t in or observe any audit, inspection, review, tour,.dr.!H, meeting, or training session being conducted at Trojan'fuh.ich are not related to personnel issues or proprietary. intern-ai af f airs of PGE.

The inspector shall hold wedly (ce'less frequent if deemed appropriate by the inspector.), exit interviews with the Plant General Manager and staff r.'uri.ng which observed and suspected problems, discrepancies,. vi.ol.ati6ns, etc. and appropriate commitments and actiors-by'?GE'to resolve the issues will be discussed and documented.

PGE will keep the inspecto 1 Wormed of any items for which the inspector requires knowl13dge of to perform his official duties.

Such items include plant. st'11.us; planned major events, problems, potential problems, and f2C. r.eportable. occurrences. For those incidents and violations which1'requ. ire notification of the Energy Facility Siting Counf.i-1 per Oregon Administrative Rules 345-26-160 and 345-26-170. an'-the notification originates from d

Trojan, the Council will.be. Mtified via the inspector.

In the event the inspector is n.ot-av3flable for notification, the Council will be notified vil the ODOE t'luclear Engineer, Administrator of Siting aM Oguiation, or the Director. When the notification originates -f fem outside of Trojan, it should be via the 000E t!uclear Engineer, Administrator of Siting and Regulation, or the Director.

9.

The inspector will comply Gi.th PGE. rules, regulations, and procedures regarding security; ~ safety, and radiological protection and control at froj79.

10. PGE will supply, for the ins)cctor's use on the Trojan site, any required radiological pr.cuction and control equipment necessary to carry out his official dut-ies provided this does not impact other work at Trojan.

The inspector wil. provide PGE with the appropriate 1

documentation of any exposurg-received outside of Trojan.

The inspector will not init-i5ta statements for release to the public regarding Trojan. H6tver, the inspector may respond as appropriate to inquiries fro-'the public or news media provided the response does nat reveal confidential or proprietary information.

Page 5 Accomodations PGE will provide on-site, rent free, ixclusive use of a visually and acoustically private space of at leis't approximately 150 square feet equipped with heat, air conditionir.'g,,lig.ht, electrical outlets, a hook-up to the on-site tel'ephone systqs, an'd janitorial service. PGE will also provide one parking spact for the. inspector. 000E will provide the necessary office equipment inciuai:ig off-site telephone service in the inspector's office space and in tM.Nicinity of the control room.

000E will also arrange for the nec.es. ay clerical support.

Acknowledgment of PGE agreement or any. additional PGE comments are requested by November 1, 1979.
