Dear Mr. Welch:

This is in reply to your letter of September 20, 1979, to the Nuclear Regulatory Commission (NRC), enclosing a copy of a letter of June 4, 1979, to the NRC stating that Mr. Morris Philip has discussed with you, in general terms, a control system for nuclear reactors.

We appreciate your interest and that of Mr. Philip in this matter. However, the function of the NRC is to license and regulate nuclear reactors rather than to design them.

You may wish to contact reactor manufacturers with regard to the control system you mentioned.
