The :iRC Staff has received fcur additicaal petitions to interver.e and cne amended petition sirce we filed our initial response to p2titions to intervene in this prcceeding on Septen.ber 13, 1979.

L'e crovide belou our response to these petitions in relationship to the adequacy of each petitioner's si: cuing of interest and identificaticn of aspects of the subject matter of the p o-cceding en which interver.tien is sought.

Our understanding of the legal re-quiren.ents for establishirg a potitioncr's right to interverie in NRC proceedings was fully set forth in our Septerter 13 response and. will not b rchasi.ed here.-1/L'hile some petiticns identify contenticr.s or potential contcat. (4) The petition of i'ajorie M. A3ncdt, which alternatively requests the opportunity to mcke a limited appearance, is wholly lacking in allegations relating to petitio6er's interest, although adeauate identification of aspects of the subject matter of desir ed intervention is provided.

NRC Staff has confirr'ed by telephone ti,at Ms. McCaughin is a member of T !IA.

Therefore, TMI A reets the requirenents of 10 C.F.R. s2.71a(a} to represent the interests of its me-bers since the petitica identifies a member with per-sonal interest who cuthcrizes the intervention.

Tfi!A also satisfies the aspects requirements of 10 C.T.R. 52.714(a). The petitico lists twelve contentions which TMIA wishes to litigate. While,io express no vicia as to tha adnissibility or the rarit.; cf the contentient as wcitten, we note th5t at _least several apnaar to raise icsues within the scope of this pecceeding.

For example, contentions 5 and 6 relate to the technical and financial qualifications of the licensee, and contention 7 relates to the safety of operating TMI-l prior to the decontanination of T! 2.-5/

PA,'E filed a petition for leave to intervene en behalf of its nembers by docu-cant dated September 14, 1979. The petition ;dentifies eleven me=6ers who live within five miles of the T.'4I facility anJ specifice'ly authorizes PANE to represent their interests.~12/ John fl. We conclude that the petition identifies at least er.e acmber of PA!'E with an interest in this proceeding who has expressly authorized P/? E to represent that interest. Therefore, they meet the interest recuircment of 52.714(a).
