Dear Mr. Laudig:
This letter is in reponse to your petition on behalf of the Paddlewheel Alliance in which you requested pursuant to 10 CFR 2.206 that the Director of Nuclear Reactor Regulation suspend or revoke the construction permits issued for the Marble Hill Nuclear Generating Station, Units 1 and 2, and reopen the safety hearings on the f acility.
I have received copies of this same petition from several members of the Paddlewheel Alliance.
As a matter of convenience, I would prefer to have a single point of contact for all correspondence with the Paddlewheel Alliance. For the response to this petition, I have deemed you as the point of contact.
Please advise me of the proper point of contact for all future correspondence with the Paddlewheel Alliance.
'As I understand your. petition, you are not requesting a hearing under the Order issued on August 15, 1979 by the Director of the Office of Inspection and Enforcement. Therefore, I am considering this petition solely as a request under 10 CFR 2.206. Because your petition does not specify, as required in 10 CFR 2.206, a factual basis for taking the proposed action, your petition is denied. The reasons for this decision are fully discussed in the attached " Director's Decision under 10 CFR 2.206."
A copy of this determination will be placed in the Conmission's Pu21ic Document Room at 1717 H Street, N. W., Washington, D. C. 20555 and in the local public document room for the Marble Hill f acility at the Madison-Jefferson County Public Library, 420 West Main Street, Madison, Indiana 47250. A copy will also be filed with the Secretary of the Comi:sion for the Conmission's review in accordance with 10 CFR 2.206(c).
