Appendix A NOTICE OF VIOLATION Cincinnati Gas & Electric Company Docket No. 50-358 Based on the inspection conducted on August 21-23, 1979, it appears that one of your activities was in noncompliance with NRC requirements. This item is an infraction.
10 CFR 50, Appendix B, Criterion XIII, states, in part, that " Measures shall be established to control the handling of material and equipment in accordance with work and inspection instructions to prevent damage or deterioration."
The Zimmer FSAR Volume 9, Appendix C Revision 24, Page C-34a, "Conformance to Regulatory Guides", stated in part, " Quality Assurance requirements for.
. and handling of items for safacy related systems and components have been in accordance with 10 CFR 50, Appendix B and the intent of ANSI N45.2.2.
ANSI N45.2.2 Section 7.4 (Inspection of Equipment and Rigging) states in part, " Periodic inspections shall be supplemented with special visual and

The Cincinnati Gas & Electric Zimmer 1 New Fuel Manual procedures NE.FHP.03 and.04 for movement of fuel and containers within the Reactor building, states in part, in Paragraph 3.3, 3.4, and 3,7, "two and four legged slings, grapple and attached slings are.

Contrary to the above, on August 23, 1979, the NRC inspector determined that new fuel containers and fuel bundles had been moved in and around the Reactor Building with special lifting slings and rigging that were neither identified nor load tested.
Certification records of
,,. tor load testing of subject slings were not available at the Zimmer site or readily obtainable from the supplier.
A later inspection followup indicated that action had been taken to correct the item of noncompliance and to prevent recurrence. The licensee had load tested all subject slings, etc. and established control documenta-tion. Consequently, no reply this item is required and we have no further questions regarding this matter at this time.
