T.S.4. 7. A.1.1.2 - Unit 1 Six Month Local Leak Rate Tests

Dear Mr. Keppler:

Enit 1 is currently shutdown for an extended refueling / chemical c'eaning outage, and the exact date for unit startup is uncertain.

The above-referenced Technical Specification requires that certain equipment be leak rate tested on a six-month basis.

Due to the un-certainty involved in the length of the current outage and containment not being currently required, it is the station's interpretation that since the Local Leak Rate Tests are surveillances to demonstrate con-tainment integrity and since integrity is not required, the surveil-lances are not required.

Containment Local Leak Rate Tests were performed, and "as found" conditions were established when the unit was shutdown in October, 1978.

All required surveillances will be completed before containment in-tegrity is required prior to refueling and unit startup.

Both CECO's off-site review representatives and the NRC on-site inspector have been consulted on this matter and concur tdth the station's position.

A Technical Specification change clarifying this interpretation will be included with the submittal associated with the current up-grading of the unit.
