Cc==ission) has issued A=end=ent No. 17 to Facility Operating License No.
D?R-50 issued to Metropolitan Edison Co=pany, Jersey Central ?cwcr and Li;;ht Conpany, and Pennsylvania Electric Cc:pany which revised Technical Specificatienc for operation of the Three Mile Island Nuc1 car Statien, Unit No.1, lccated in Dauphin County, Pennsylvania. The a=endment is effective as of its date of issuance.
The a:endment revises the Technical Specifications to establish operating limits for TMI-l as reloaded for cycle 2 operation based upon an acceptable Ecergency Core Ccoling System evaluation =x el confor=ing to the require =cnts of 10 CFR 50.46, and ter=inates the operating restrictiens i=pesed by the Cec =ission's Dece=ber 27, 1974 Order for Modification of License.
The applications for the arend:ent :o= ply with the standards and require ents of the Atocic Energy Act of 1954, as a=erded (the Act), and the Cor=issica's rules and regulations. The Co-#ssica has cade appropriate findings as required 1408 356 S

. l by the Act and the Cc-4ssion's rules and regulations in 10 CFR Chapter I, which are set forth in the license a=end=ent.
Notices of Proposed Issuance of A=endtent to Facility Operating License in connection with this action were published in the FEDERAL REGISTER on Septc=ber 30, 1975 (40 F.R. 44396) and F. arch 8, 1976 (41 F.R. 9938). No request for a hearing or petition for leave to intervene was filed folleving notice of the proposed actica.
The Coc=ission has prepared an environ = ental i= pact appraisal for the revised Technical Specifications and has concluded that an environ = ental i= pact statement for this particular action is not warranted because there will be no environ = ental ir. pact attributable to the action other than that which has already been predicted and described in the Co--4ssion's Final Environmental Statetent for the Three Pale Island Nuc1 car Station, Unit No. 1, issued in Dece=ber 1972, and that a negative declaration to this ef fect is appropriate.
