Dear Mr. Chairman:
Enclosed for the infomation of the Subcommittee on Environment, Energy and Natural Resources is a copy of a Federal Register notice which sets forth proposed rule changes to the Nuclear Regulatory Commission's regulations 10 CFR 30, 40, 70, 150, and 170.
In a notice published in the Federal Register on June 3,1976, the Ccamission announced its intent to prepare a generic environmental impact statement (GEIS) on uranium milling. The proposed rule changes discussed in the enclosed notice would incorporate into the Comission's regulations the conclusiens derived from the draft GEIS by adding a new Appendix A to 10 CFR 40.
The pro-posed rule enanges to the Comission's regulations would also include requirements set forth in the Uranium Mill, Tailings Radiation Control Act of 1978. The bases for the proposed rule changes are set forth in the enclosed no ',i c e.
Enclosed also is a copy of a public announcement on this matter to be released by the Corraission in the next few days.
