RESPCNSIBILITY l
1.
Be Padiographic Safety Officer will be responsible for establishing and implementing the Quality Assurance Prcgram.
2.
We Radiographic Safety Officer will be responsible for instu.ing that all personnel involved in the program have received the required training and that they receive periodic training on any new material incorIorated into the program.
3.
Se Radiographic Safety Officer will be responsible for insuring that any changes or revisions found to be necessary in the Quality Assurance Program are incorporated into the program.
4.
We Radiographic Safety Officer shall insure that all defir.ed QC pro-cedures, engineering procedures and specific provisions of the package design approval are satisfied.

te Padiographic Safety Officer shall be a graduate of the Padiographic Safety Officer course A-7K-0017 conducted by the Non-Destructive Test-i ing School, NavSta, San Diego, CA,or course A-4J-0016 conducted by the Naval Nuclear Power Urtit, Port Huenene, CA.
Se Radiographic Sdfety Officer shall be responsible for directly super /ising thc Senior Pa-l diographer in the perfor:rance of his duties under this quality assur-nce procedure.

Le Senior Padiographer is directly responsible to the Padiographic Safety Officer for coordination of all receipts, handl1ng, tests and inspections, and transfers of radioactive material and all records of tests / inspections conducted IAW this pro-cedure and NRC License #08-00038-43.

RECElVING, HANDLING, STOFAGE, AND SHIP.TC A.
PRCCEDURES 'IO BE FOLIfWED UPCN RTEIFT CF RADIGICTIVE SHIPME C.
1.
All radioact3ve materials will be delivered directly to USS DIXIE (AD-14).
2.
IMately upon arrival of the radioactive material the Senior Radiographer will be notified. The S rior Padiographer will cause the following:
a.
bbnitor the shipping container with a radiation detection instnrnent to ascertain that the radiation levels do not ex-ceed 200 mr/hr at the surface or 10 mr/hr at one reter.
b.
If the above survey indicates that the m is excessive radia-tion present, the container shall be iso c ed in the radio-isotope vault of the NDT Iab, USS DIXIE (AD-14). 'Ihe shipper, the Naval Nuclear Power Unit, and the Nuclear PecJlatory Ccm-mission will be notified. A swipe test of the shipping con-tainer shall be performed and delivered to the rearest radiac facility.
c.
Upon receiving test results that ir
_ ate that the shipping container is not centanunated, the :alipping container will be inspected for any darage that would impair it's proper func-l tioning.
B.
HANDLING T SHIPPING CDtEAINERS.
i 1.
hhile a shipping container is at this omrand it shall be handled by the Senior Padiographer or a 3adiograder attached to USS DIXIE (AD-14) under the supervision of the Senior Padiographer or the Radiogra&dc Safety Officer.
C.

Prior to shipre".t of a radioactive source fran this facility, the l
Senior Padiogragmr will cause acca:plishnt of the following:
1 a.
A leak test shall be performed if a leak test has 14t been performed in the last six months prior to shipping. 'Ihe leak test procedure is detailed in NBC License #08-00038-43.
b.
'Ihe storage container shall be inspected to ascertain that no j
damage exists that would preclude it's being used to trans-port special form radioactivt. material.

Upon receipt of satisfactory leak test results (if requ:. red),
the radioactive material will be loaded into the storage con-i i
tainer.
d.
A copy of the satisfactory leak test will be included in the shipping container.
I e.
'Ihe storage container will be monitored with a radiation de-tection instrement to determine that no exterior surface reading is above 200mr/hr and that no reading at one meter distance is above 10 mr/hr.
2.
Using information supplied to him by the Senior Padiographer, the Padiation Safety Officer shall prepared a "Pequest for Tranfer of Padioactive Material." A sa :ple of this request is included as Appendix A.
3.
Upon receipt of the Gowm: ment Bill of Lading for the shiprent of the radioactive shipping catainer the Senior Padiographer shall:
a.
Affix all required labels to the shipping container.
b.
Fetify the transporting carrier that there is a radioactim shi;nent to be picked up and supply any infor: ration needed by the c.arrier to expedite pic c -up.
c.
Make certain that "PADICACTIVE MATEFlAL" signs are available for and affixed to the carrier's vehicle.
d.
Be available at the time appainted for pick-up, and expedite moving of the shipping container frcra the radioisotcpe storage vault to the carrier's vehicle.
e.
Make certain that the carrier has signed all of the required documents necessary for the proper pick-up of the shipping container. Deliwr all copies of the docu:Trnts recuired by the carrier to the carrier's representative.
