In your t.:ailgram you expressed your dissatisfaction v.ith the efferts perferrec to evaluate the catter of the concrete strength of the Lolf Creek 3ase cat.

i.e appreciate your concern and would like to provide the following connents

on this matter.

The requirements originally established for the base cat are the design criteria specified in the Wolf Creek Preliminary Safety Analysis F.eport (PSAR). These criteria require that the base mat be designed to withstand specified design ICads and Icading Combinations without impairment of structural integrity or safety function.

To satisfy these criteria, the architect-engineer for the 'a'olf Creek plant had specified a concrete strength of 5,000 pounds per square inch along with other design parameters (e.g.; concrete thickness and rebar cesign). After the concre.te for the base c:at had been placed, strength tests performed at the specified 90-day curing period gave results in some cases which were less than 5,000 pounds per square inch.

As a result of the above situation, the Xansas Gas'& Electric Company (the lead applicant for the Wolf Creek plant) had a number of.strengt.h tests and petrc-graphic analyses performed on the previously tested concrete sar.:ples tc evaluate the situation.

The applicant concluded that the results of these tests and enalyses indicated no signs of sub-standard ccncrete, inaGequate raixing or adverse chemical reaction, or that the concrete was getting v.eaker with time.

At our request, an inderer. dent petrographic analysis v.as also perferr:ed en the ccncrete sa.:Eles by the U.S. Army Corps of Engineers. The results of the analysis perferr:cd by the Corps of Engineers abreed i:ith the applicant's results.

Additionally, the applicant performed a reanalysis of the base cat, at our reque,st, to determine if the indicated strength of the concrete based on tt e j

90-cay test results would satisfy the desi5n criteria specified in.the Wolf Creek PSAR. The applicant calculated this strength to be 4,460 pounds per i

square inch as compared to the 5,000 pounds per square inch value originally specified by the architect-engineer. The applicant then performed a reanalysis i

of the base mat based on~ a concrete strength of 4,460 pcunds per square inch i

to deaanstrate that the design criteria in the PSAR were met.

Cur evaluation of the Wolf Creek base mat, included ne tests and analyses discussed above. Based on our evaluation, we concl..Jed that the base mat j

concrete strength has not retrogressed, that the strength of the base mat meets the original oesign criteria in the Wolf Creek FSAR, and that.the cat l

will withstand the specified design loads and Icading ccmbinations without l

impairment of its structural integrity cr its safety function.

In scanary, the applicant has d'emonstrated that the Wcif Creek base cat dces meet the original design criteria specified in the Wolf Creek PSAR.
